Frenchman, Eliaquim Mangala is set to replace Shkodran Mustafi on a season-long loan from City.
The out of favour centre back will spend the ongoing season at the Mestalla having seen his place taken by new signing John Stones in the squad.
The Frenchman made a total of 64 appearances in all competitions for City, helping to keep 25 clean sheets in the process.
The former Porto man was part of the French team that was defeated in the final of the Euros by Portugal making one substitute appearance in the competition.
Valencia are also looking to add Ezekiel Garay to their rank.
